The Second Rule of Adaptive Evolution

I was watching , especially the mouse and lactase videos, and realized that evolutionists tend to make predictions about the genetics of adaptive traits. They tend to believe that adaptive traits are the result of novel molecular functions. Because of that, they will assume the trait is due to a specific mutation in a protein-coding region. Even if the same trait arises in multiple populations independently, they still assume it will be the same mutation.

ID on the other hand predicts that adaptive treats are usually the result of broken molecular functions that already existed. This is the essence of Behe's :

Break or blunt any functional coded element [FCE] whose loss would yield a net fitness gain.

I propose a Second Rule of Adaptive Evolution which applies the First Rule to make predictions about the mutations that will be found to be responsible for novel adaptive traits:

A phenotype is the result of a broken or blunted FCE if that phenotype is caused by different mutations of the same FCE in the same species.

This would clearly distinguish the predictions made from this framework versus Darwinian evolution. We would predict that novel traits will overwhelmingly be due to broken or blunted genes, and therefore the genetic mutations responsible will likely be different for different populations of the same species, since many different mutations can break a FCE. Of course, we cannot assume the trait is a result of a novel molecular function if it is the result of the same mutation, since that could just be due to common descent. But many different mutations in the same FCE for the same species should be a loud indicator that a molecular function has been broken.
